What “practically complete” means: snag against point count, legends, test results and an O&M minimum IT can use.

Snag against the point count

Every outlet on the schedule should exist, label correctly and — if certification is in scope — pass. Open snags should be listed, not whispered.

Legends and results

Panel legends + test PDFs mapped to IDs. If IDs disagree, fix before sign-off.

O&M minimum

What IT needs next year: schedules, methods used, materials assumptions, contacts for MAC. Photos help; searchable schedules matter more.
